The peddlers saw the police coming and took their heels. Although the police caught up with them, still won't give them tickets. It's an interesting phenomena in Taiwan.
Many pedestrians might dislike what the police did, and I did that at first. However, what we always forget is that, everyone has their own difficulties, and life.
